Is it really his fault? Someone thought he was a D1 AD and that's why he rose to the level that he did.

Yes part of this is his fault and whoever hired him. Classic case of having the right degrees to qualify for the job and that means nothing just paper if you can't do the job.So much and to much to say-he was inept, no foresight and no vision. Case closed.
