Flagrant fouls can be either personal or technical. As the rule states, anyone guilty of illegal contact which occurs during a dead ball may be assessed (1) a technical foul, if the contact is deemed to be unsportsmanlike in nature, or (2) a flagrant foul, if unnecessary and/or excessive contact occurs. In more words, technicals are usually not related to the basketball play, rather altercations between players, coaches and referees afterwards. Flagrants on the other and are always in regard to the amount of contact and the force applied by the offending player.
