As I understand it, there was a pre-sell to folks in Europe in early 2011. It may have been a lottery.
Tickets for other nations went on sale on December 7. Regrettably, I missed that. CoSport has the contract for the U.S. and a handful of other nations. When I looked at their website about a month ago, I found only 3 sports and basketball was not one of them. I got an email about 2 weeks ago saying that more tickets were available, so I bought them on the website last Saturday. They are pricey--the details show that they are getting an exchange rate of 1.8 or worse (the market is at about 1.6 now) and they add $20-40 per ticket handling charge. (The Olympics is a big money-making venture for some.) Early rounds are about $120-180. The semis are about $200--per game. The finals start at $480.
My son was in London last week and was unable to find any tickets whatsoever there.
I think the UConn Alumni Association had some deal with packages, but I didn't need airfare or hotel. Do you have any contacts with USA Basketball?
