OT: Having a birth certificate sent abroad

Hey guys,

Has anyone ever had a birth certificate sent abroad? I need an apostilled, original copy ASAP and I can not get back to the USA any time soon. I emailed my townhall and State department, but I could not find an email for the State dept of CT (I thought there was one for every state as well?)

Any advice?
