I second the recommendation for the Beach Plum. Their lobster rolls are absolutely stuffed, and the ice cream's also good. My folks live about a 5-minute bike ride away from it, so I always hit that place up when I visit them.
For fresh lobster around Portsmouth, you won't do better than Chauncey Creek just over the state border in Kittery, Maine. It's alongside a wide tidal creek that flows into the Great Bay. Even though it's the first town in Maine, you get a classically Maine-tranquil setting, and it'll cost you less than $25 for a 1 1/2-lb. lobster. Chauncey Creek is BYOB, so grab beers and wine on your way there (no tax in NH!).
