8. Given the reference to a "Climate" center, I'm guessing you are referring to carbon pollution. If so, I'd be surprised if every state on your list hadn't shown substantial improvement because of the shift in emphasis from coal to gas under their economic dispatch protocols. I know that TVA is down very substantially, so Tennessee has made progress certainly. And Nevada shut down the biggest pollution source in the West when they closed Mojave, so they will be down more than TN.

8..I should have provided more clarification. The Center announced that only 14 states have come up with
a PLAN for attacking the problem. My list of 6 states is valid, taking that into consideration. So pick one.

8. Since the POTUS hails from Illinois, I'm guessing he has some pull there. But it could also be Tennessee, since TVA is a government Agency. That's if we mean a plan to control carbon...if it's a plan to deal with the effects of Global Climate Change...I'd guess Maryland since they are on the Coast.

That leaves Nevada, Ohio and New Mexico...Ohio is the home of American Electric Power...probably the biggest carbon polluter on the continent...so unlikely. I'll guess the home of Harry Reid, Nevada, and then New Mexico.
