For the guys who don't get much burn: maybe a max. 10 game schedule with other like minded college teams in Tri-State area to be played on non-varsity game days as a type of developmental league. This would push the learning curve for the TS's, Kelis Fisher's & AB's & LT's of the world so when they report back to the varsity they would be a bigger help. Would NCAA consider this?
 
You'd need more scholarships to get adequate depth. Title IX would double expenses. There would be no demand for this among university leadership.

No, they wouldn't. As if it's not already, this would shatter the appearance of the student athlete concept. They would have to be available for both the non-varsity and varsity game and all but Leon Tolksdorf get regular minutes. Brimah starts!!

The NCAA used to bar freshman from varsity games back in the day and the rules prevented early draft entrants to the NBA.. Now you have 1 & dones.

Finally and most important, the NCAA would not profit from it.
 
The only way this happens if there is money to be made. Figure that out and it's a go.
