They have to change this. Withey gets elbowed in the face and they call it inadvertent. How is this rule enforced, if that was not a Flagrant 1. I thought intent did not come into play on a shot to the face. This is out of control.

The guy was going up for a shot why should that be a flagrant foul?

It doesn't have to be "flagrant" the way you would commonly think according to the way it has been explained all year. All contact to the head, especially by an elbow, is a "flagrant 1"

My problem is that's its not being enforced or explained consistently. No one, from the refs to the announcers, seem to understand this rule. It's basically a crap shoot. Giffey's brush across the face with the back of his when trying to get out if a headlock was no more flagrant than that elbow to the face, but they said it is automatic call whenever the face is hit. Refs have no choice. Today I see they do have a "choice"

I don't see why anyone should be penalized when they put their head in the way of an elbow.
