FIBA Age Group Rules

Having nothing better to do I re-watched a fair amount of USA v. Spain U17 from last summer. Paige, Boston, Horston etc etc. There were a far number of loose balls and almost all of them turned into a rugby scrum with the whistles just standing there. An anomaly or is there a rule that has this effect?

This would certainly explain why foreign players wear those "flack jackets" under their jerseys.
