With the CFP more than likely expanding in the near future and the relegation of the Big 12 by the media, the lines of delineation are shifting in the FBS.

For simplicity sake, let's assume the Big 12 only expands by two and adds BYU and Cincy, and the playoff is expanded to 12 in 2026

Tier 1- can get into playoff with a loss and maybe two (57 teams)
SEC
B1G
Pac-12
ACC
Notre Dame

Tier 2- can get into playoff if undefeated and maybe with one loss (34 teams)
Big 12
MWC
AAC
UConn
Army

Tier 3- can only get into playoff if undefeated and has great OOC schedule (39 teams)
C-USA
MAC
Sun Belt
Liberty
UMass
New Mexico State
 
I can't argue too much with your tiers. Seems like this is already in place, except you would collapse Tier 2 into Tier 3 and slide the B12 up to tier 1.
 
They might want to make the B12 a G5 team but as it currently stands in most years the B12 will have better football than the Pac 12.

Don’t see much separation between tiers 2 & 3. Honestly we’re more in line to tier 3 than tier 2.
