Exit Fee Vote?

This may have been posted but I haven't seen it and was wondering if anyone knew how many votes would be required to raise the BE exit fee? I know that 'ville, WV and UConn would vote no. But if they were over-ruled and lets say it goes to $20m. Do any of them just bail and go short term independent to wait things out? I know its not viable long term...

something like this could happen if the bb onlies were ready to ditch the football schools. Because that would be a strong possibility.
