What’s the reasoning behind putting UNC in the top 16? And why is NC St dropping so fast?

Also, can anyone remind me how the regions are ranked overall? Is Birmingham 3 effectively 3rd or 2nd overall?

The number designates what seed the team is overall. According to these brackets, UConn is the 3rd overall seed and will play the #2 seed at the FF.
