That may be because Lou was born in Mexico and has citizenship, whereas Evina is a Mexican - American.
A native born Mexican player vs. a non-native US born player.
I's mostly just a legal distinction that's based on birth place.

Also, this article from September 2022 quoted E as saying she was working on acquiring a Mexican passport with the goal of playing internationally for Mexico. (If her mom is a Mexican citizen, this should be automatic under the Mexican constitution.)
