In order to be included in the 1st team you have to have been honored regionally, but the final selection is just from the pool and not equally distributed.

I believe they are organized by conference so:
Region 1 - ACC and some eastern mid majors
Region 2 - SEC and some southern mid Majors
Region 3 - Big12 and AAC and some central mid majors
Region 4 - Big 10, BE and north central mid majors
Region 5 Pac12 and western mid Majors
