The kicker can be Cautioned if they don't follow the instructions of waiting til the whistle. But usually it's just a "wait for the whistle" warning. Quite a few years ago I was watching a playoff game and saw a kid (U14) go before the whistle twice, before doing it correctly the third time. Didn't get Cautioned, just talked to.
