Since Geno and many other coaches of the elite programs don't usually carry 15 players on scholarship, the reduction probably won't hurt them. They'll still get the elite players and lack of depth won't impact them either.

Reduction to 13 players probably won't have a cost advantage either as I suspect most schools don't carry 15 players on their roster.
 
I sure hope they do not go there - I don't think it has a big affect on parity. Most teams do not have 15 scholly players anyway. What it might do is limit a player like Gardler from going to Uconn as a roll player, since Geno might not want to tie up a scholly for 4 years not knowing what would happen with his top players and future recruits. And for the walk ons like Stacey Marron and Jacquie Fernandes who were given schollies because Geno had them available - they probably end up having to pay their way the whole 4 years.

I don't know whether it's true statistically but the women seem to sustain more serious injuries. Also the men's teams are turning over much faster (albeit at the elite level) as kids leave early.

Well the only I can see is Title IX implications.
