Coaches can't contact PSU players first?

Coach P in an interview said that the player had to reach out first, that schools could not proactively contact PSU players. On the CT Post site, there's a story about 2 PSU kids from CT. In the story, one dad says "about 30 school,s have contacted us."

Is Coach P stating the rule but no one follows it?
