changing wallpaper on profile

Not the most critical thing, but I want to change my profile wallpaper - are we still allowed to do that? I don't see a button/function to change it. Thank you.

2 functions that I can't perform and I don't know if they have been disabled or it's in my settings. Is this a setting on my account or a general change?
1. Profile Pic - I haven't been able to change my profile pic
2. edit post - I haven't been able to edit a recent post. If I want to change it I need to copy it and repost it and delete the erroneous post
