I think the take I heard on Counter Attack makes sense. Big Sam had his dream job making almost $4M. How could he piss it all away for chump change (compared to $4M)? Because he didn't think he was doing anything wrong. Yeah, it's against the "rules", but everybody does it. This stuff is so widespread it's come to be considered just another just another perk of the job. Too bad he's getting singled out, but cleanup has to start somewhere.
