PAC refs work particularly the Big Sky, West Coast, Big West (some), Mountain West, WAC and the like. Conversely, few eastern refs come west. Roy Gulbeyan is an exception, and Cameron Inoyue, who for years was the most worked ref, used to come west on occasion. 3 - Every conference supervises and instructs its refs. Whether as a result of this, or the geographic divide, I have seen a very real difference in the way games are reffed in the PAC and on the east coast. Most notably, they tend to let a lot of loose ball action go, in a way that didn't (often) happen in the east. As a result, things do get physical. Make no mistake, things were plenty physical in the east, as well, just differently. I'm not saying either is "wrong" or "better / worse" except that a few "scrums" in the PAC seemed a bit too much.
