Are we practically guaranteed to be in the East Region?

I was curious as to how the NCAA committee chooses who plays where. A friend of mine told me that the committee tries to keep teams close to their "natural" regions, and that the overall #1 seed chooses which region and sites they would like to play in. However, if its true that the selection committee tries to put teams in their natural region, then why did Tennessee get the East instead of us last year? However, many of my other friends say that they only try to put the top 8 or so teams in their natural region, so by that logic are we guaranteed Boston this year as long as we stay ahead of Duke and UNC?
