Are we allowed to play foreign teams during the season?

I am concerned that if the secession movement in California succeeds we will not play UCLA/USC/etc in the future. Also, can NCAA tournament games be hosted outside the country ?

I am not certain about the regular season, but if you can play only foreign teams during the NCAA tourney that would be greatly appreciated.

Down there in Texas y'all consider any place outside of the Lone Star State as foreign territory. Connecticut qualifies.
