This has been previously discussed in a few different threads here (Recruiting Forum, Transfer Portal thread(s)...):

 
You knew this was coming....

it will be very curious how Randy will decide to use this benefit if it’s effective immediately.

I think he waits to see what injuries we have this spring and then - gasp - goes to the portal for one or two plugs. We have six unused scholarships as of today, probably lose one or two most after spring ball.

Another possibility is that this rule would free him to grant a couple PWOs from the past two years a scholarship. Currently PWOs have to be with the program for two years before they can be granted a scholarship without counting against the annual cap.
 
Of course this screws teams like UConn but helps the Alabama's of the world.
 
Why can't they just leave it up to the schools and just don't exceed 85 scholarships?

Zoocougar: Because schools over-sign and then players are left scrambling with nowhere to go.
