The lowest seeded teams would play each other (on home court of higher seeded team). Winners would then move on to the rest of the tourney. Maybe they could even play earlier, in that off week. With 13 playing 16 and 14 playing 15, you should get some competitive games. I think you will still get some blowouts when the winner meets the top seeds, but there is only so much you can do!
