Competition-in-Government-Contracting vs. Cronyism

-The Courant’s problem? Since the Courant now essentially advocates that Connecticut contracts be handed out to old pals simply because they were "loyal and dedicated' old pals,… their problem is indeed in having a bright, dedicated, experienced leader like Herbst running an honest show.

- Tough call? Honest competition vs cronyism? So, they feel strongly in favor both ways? That’s a tough one for them? After thinking it through in this Editorial, at length, they further clarify the position of the Courant leadership with this cartoon,… defaming an honest woman. And this is after you put a lot of time into it, eh boys?

- Its not hard: Yes, contracts often become a basis for friendships. But conversely, friendships should never, never be the basis for contract awards. Sorry boys, most taxpayers not only understand that, but expect it. “Past Performance" normally 'counts for something' in a government Source Selection, but thank goodness, it’s then just one consideration, along with the glaring fact your product may be judged inferior to your competitor's.

- No hypocrisy at the Courant? Are we now supposed to believe that the Courant’s parent CT1 Media bid, submitted in competition against CPTV, said to UConn ‘But don’t really pick our attached CT1 bid, instead please pick CPTV, because they’re the incumbent, and that should count for something.’ Yeah, right. Just like the the Courant would have run this cartoon if their CT1 team won the contract? Of course.

- Impact: My guess is, just 2 ½ years from now, the next RFP team could be well underway drafting the next selection plan for this contract, assessing who the potential competitors may be, reviewing lessons learned from the 2012 competition (maybe their cartoon will make a bigger impression then), etc. At least now everyone knows the Courant's real position - that 2016’s competition should go only to a past “loyal partner” (SNY or CPTV). Well, good luck to CT1 in that competition. Impressive cartoon.

- Summary: - At least the Courant eventually admitted at the very end of its Editorial We cannot urge UConn and other nonprofit institutions to act entrepreneurially and then complain when they do.”Hmm, good thinking, guys (albeit way late)! "In a better world," that’s when you would have realized you're supposed to stop, right?

It's hard to understand the position of the Courant on this. Seems totally illogical and IF CPTV had gotten the contract through true acts of cronyism, they would have (and should have been all over that like flies on S____). But in fact, as much as they (and frankly I) feel badly at the loss of the CPTV coverage, UConn made the most obvious and most correct decision as stewards of the university and the taxpayers of Connecticut.

Yes in my heart I wish we could continue the folksy partnership with CPTV. Jerry aside, I liked the people there and I thought that they more than hit the target developing and maturing their coverage over the 15 years. It is a shame that UConn needed to move on. Thank-you Harriet and the entire staff. And, I hope that I and no one else is disappointed in the SNY product.

That being said, this decision based on the public facts was a near no-brainer. I can't say the same for this editorial.

Oh and I can make silly cartoons too. (my apologies to Mr. Englehart)

Arty155 and Biff - thanks for both your posts. I think you nailed it.
It is fine to feel sad that a long and very mutually successful business association has ended, but lets get real - it was a business deal and never a partnership. Calling business deals 'partnerships' is a modern marketing game - Uconn was/is selling a product and CPTV and now SNY were/are buying it - if SNY loses their shirt, Uconn isn't going to help them out, and if SNY makes a bundle they aren't going to share the extra revenue they make.
I will miss some of CPTV and I do feel sad about the end of an era, but I am sick of the muddled thinking going into a lot of the commentary.
