The nice thing about the "system" is that it rewards all the world's team and is ( usually, to my understanding ) based on a "regional" or zone selection process. So... there will always be a representative from each FIBA region. Sounds a little like the NCAA tournament giving NCAA tournament slots to each major and mid-major conference, etc. in Division 1.
