I take it as how many players are under some form of contract and in camp .

That would have been my assumption but that is why I asked specifically about Rutgers. They had 20 guys in the league at the end of last season, a couple of draft picks and a bunch of UDFA. With UConn's small senior class if it's guys in camp I'd be pleasantly surprised if the number was higher than RU.
