Umm no. He actually has stated the exact opposite of that. He has said numerous times that it was a good experience but ND will return to independence. No quote anywhere you can find will say he desires full membership.

If we join it will be the ACC without a doubt. ND love's the make-up of ACC schools, with the mix of private and public and smaller schools. The Big Ten is nothing but huge state schools (minus Northwestern) and besides geography we do not share a lot with the Big 10.

Brian Kelly really would want to join I assume, but Brian needs to worry about getting fired not independence. He isn't a deciding factor here. Independence absolutely hurts us more than helps I believe on the field. Off the field the university loves the marketing angle.
I will give Brando some credit on the Gen X and millennial thing. They're's not as militant about independence, but Brando misses where the money flow from, that would be the boomers .

Yep, that is the stance among most people. Actually at least 90% I would say, minus the shut down the program (tiny) minority. We want to stay independent but not at all cost. But the good thing is that we are in a good position now and that is likely not to change in the short-term
